He made the remarks in response to a call for a judicial review of Article 168, Paragraph (2) of the Election Law. The article governs the open proportional election system.
The open proportional system is more democratic because it provides equal and fair space for legislative candidates to compete in the elections and attract voters.
Juwaini said that whoever wins the most votes and whose political party secures parliamentary seats deserves to become the people's representative.

"The degree of the candidates' legitimacy can also be accounted for rationally and objectively," he added.
In addition, people can also interact and directly get to know the legislative candidate they will vote for. Thus, both sides can make a political contract and monitor their performance in the next five years.
