The ministry's Deputy for the Fulfillment of Children's Rights, Pribudiarta Nur Sitepu, remarked that study tours are part of the children's right to education by learning outside the classroom.
"The ban imposed by the local government can cause other children to be unable to enjoy their right to learn outside the classroom through educational recreation," he noted.
He said that study tours can provide different educational experiences and be beneficial for students. For example, they can facilitate effective learning, understanding, and critical thinking by making direct observations.
"The accident that impacted children in Ciater must be a lesson for all stakeholders to prevent a similar accident in the future but not closing the opportunities for other students to get their rights," he affirmed.
The ministry urged all parties to work together in ensuring safety while holding study tours. With clear regulation, strict supervision, and active participation from all parties, Sitepu hoped that the Ciater accident would not recur.
The regional governments and schools should be involved in ensuring safety in study tours.
"The role of local governments is very important in issuing strict rule for transportation service companies and also for schools. Transport companies must strictly supervise the roadworthiness of their vehicles, both spare parts and overall fleet condition," he emphasized.
He said that transportation service companies should check the fitness of drivers before departure.
Local governments must also issue a regulation, supervise, and evaluate schools that conduct study tours and need to hear perspectives from students, he remarked.
Schools are advised to check the history of transportation service provider companies and ensure that the drivers are capable and well-rated.
