She made the statement during a working meeting with legislators of Commission I of the House of Representatives (DPR) in Jakarta on Tuesday.
Hafid said that her ministry is working on a regulation to ban children under 16 years of age from creating and using social media accounts on their own without parental supervision.
She, however, underlined that the planned regulation would not hinder parents from allowing their kids to access social media platforms through parental accounts.
"It would be very difficult for the government to oversee parents who lend their phones to their children. Thus, our aim is to formulate a regulation with clear, measurable indicators. We cannot monitor things occurring at home," she said.
Furthermore, she underscored that the government will penalize social media platforms that allow children to create and run their own accounts.
"I would like to reiterate that the sanctions will be imposed on the social media platforms instead of the public," she stressed.
On the same occasion, the minister noted that the special team tasked with expediting the drafting of the regulation has organized several meetings.
"In principle, the team is a diverse one, consisting of academicians, education experts, and officials from multiple ministries, not only the Komdigi Ministry," she said.
Hafid then expressed the hope that the team will manage to complete formulating the regulation within one or two months, in compliance with the deadline set by President Prabowo Subianto.
