The ministry's deputy for investment climate development, Riyatno, explained that the positive fictitious scheme refers to the automatic issuance of permits if the deadline specified in the licensing process has passed.
"We have mapped out the positive fictitious scheme and hopefully, it can be launched by the minister in the near future," he said after an event entitled "The Business Environment in Indonesia: Exploring the World Bank's Business Ready Report" in Jakarta on Monday.
Riyatno informed that his party has discussed the implementation of the business permit scheme, particularly dividing the permits into two types.
"For business permits, there will be around 900 permits. It is divided into two, namely access rights and integration rights," he explained.
Meanwhile, chair of the Association of Indonesian Employers (Apindo), Shinta Kamdani, said that the effort will help advance the business climate in Indonesia since the licensing process in the country is known to take months.
"This method brings confidence and certainty. If the licensing process has not been issued in a few days, then it will automatically be issued," she added.
In the business readiness report issued by the World Bank, Indonesia got an average score of 63 points, putting it in the secondary level category.
Minister of Investment and Downstreaming and head of the BKPM, Rosan Roeslani, said the report shows that obtaining a business entry permit in Indonesia takes 65 days on average, while in developed countries, it usually takes just one to three days.
Therefore, his party is committed to increasing the level of business readiness by strengthening three aspects—the policy framework, business efficiency, and public services.
"With a score of 63 points, we are at the number three in ASEAN, below Singapore and Vietnam. We are trying to improve the investment climate," he informed.
