He said here on Monday that when there are more people in the productive age group than in the non-productive age group, their skills need to be improved so that they can answer industry challenges in the digital era.
“The main challenge is ensuring that productive-age people have jobs that match their skills,” Wihaji explained.
The minister then compared human resource development to gold mining. As miners, companies must provide a platform to workers to learn and become the best the nation can offer.
One concept that can boost progress toward this is population-based development, he said. Hence, his administration is encouraging regional governments to formulate population-based development indicators (IPBK).
He said that the concept of Tri Gatra, or the three elements that make up a country, will drive the performance strived for in the indicators.
“People, natural resources, and geographical situation. Whereas IPBK focuses on population quantity control and people’s quality improvement,” he expounded.
By achieving the indicators, the three aspects of a country can be developed further.
Moreover, the demographic bonus also factors in Panca Gatra, or the five social aspects of ideology, politics, sociocultural systems, security, and economy, he added.
The IPBK will support population development that is in line with Pancasila, the national ideology. To support political development, it will offer access to data and information. Moreover, it will encourage economic development based on population data.
The indicators will also take into account some sociocultural aspects such as health, values, and norms, he noted. Wihaji said that information security, population distribution, and the dynamics of the IPBK can be utilized to ensure national security and regional defense.
He informed that his administration is seeking to ensure high-quality family and population development.
“The government has prepared the Grand Design on Population Development (DBPK) for the next 20 years, which is (to be implemented) through population development road maps for five-year periods,” he said.
Its implementation will involve real action every year, he added.
