"The Ministry of Health and the Ministry of Higher Education, Science, and Technology (Kemendiktisaintek) have agreed to reopen the Anesthesia residency program at RSHS. The ministry has never suspended the study program, only temporarily halted residency activities," the ministry's Director General of Advanced Health, Azhar Jaya, remarked on Thursday.
The program was temporarily suspended following a rape case involving a resident doctor, Priguna Anugerah Pratama, against a patient and the patient's family at RSHS in March 2025.
"The decision to temporarily suspend the program aimed to allow RSHS and the Unpad Faculty of Medicine to conduct a comprehensive evaluation and make improvements," Jaya remarked.
He noted that the sexual violence incident has tarnished the reputation of the medical profession and the healthcare industry as a whole.
Hence, he underscored the need for comprehensive system improvements before reopening the program.
"Based on the evaluation conducted by the Health Ministry and Kemendiktisaintek, RSHS and Unpad's Faculty of Medicine have fulfilled all their obligations for improvement," Jaya remarked.
The improvements included the management system, SOP governance, and the residency participant admission and assessment system. These steps aim to ensure patient safety and comfort and prevent recurrence of similar incidents.
"We hope this incident will not occur again. Patients and the public must feel safe when receiving healthcare services," he noted.
Unpad Vice Rector for Academic and Student Affairs, Zahrotur Rusyda Biduan, remarked that the university and RSHS have followed up on 17 evaluation points, including improvements to the resident candidate selection system.
"Unpad had completed 11 points, and the remaining 17 are being worked on together. Two points are still in the process of being finalized, and we will inform all parties involved about them," Biduan stated.
