Jakarta (ANTARA) - The Youth and Sports Ministry is formulating a policy on Norms, Standards, Procedures, and Criteria (NSPK) to strengthen the development of special sports for persons with disabilities, the elderly, and other vulnerable groups.

"Without NSPK, efforts to advance special sports will not be optimal," the ministry's Assistant Deputy for Special Service Sports, Dadi Surjadi, noted in a written statement here on Wednesday.

The NSPK formulation activity was held in Jakarta on August 11-13, 2025, and involved various stakeholders from multiple ministries, institutions, and communities.

This initiative aims to create a more inclusive, measurable, and regulation-based sports service system to improve access and participation for all citizens.

The policy formulation forum included a broad range of stakeholders, such as the National Commission on Disabilities (KND), the Coordinating Ministry for Human Development and Culture, the Health Ministry, the Social Ministry, and Special Olympics Indonesia (SOIna).

Surjadi stressed the importance of NSPK formulation as a foundation for clear and measurable policies.

He stated that its preparation is part of bureaucratic reform that must involve collaboration between academics and practitioners to support vulnerable groups and communities.

Meike Anastasia, a representative from the Directorate of Special Education and Special Service Education at the Primary and Secondary Education Ministry, stated that sports must be an inclusive space open to all children without exception.

According to Anastasia, every child, regardless of condition, has the right to learn, grow, and achieve through sports.

"Inclusion is not just a statement but a real drive to create a society where children can learn safely, comfortably, and equally," she stated.

The NSPK formulation is expected to serve as a reference system for special service sports that can be adopted by institutions and organizations across Indonesia.
