“The target is for this collaboration to begin in 2026, to reduce the amount of waste at the Final Disposal Site (TPA), which has previously only been a pile of waste,” said Jepara District Head Witiarso Utomo after receiving waste management investor Zheneng Jinjiang Environment in his office on Monday.
He explained that through the technology offered by the Chinese investor, residual waste previously considered to have no economic value will be processed into energy.
The process, he said, will not only reduce waste but also empower the community, particularly housewives, to earn additional income from waste collection.

The Head of the Jepara District Environmental Agency, Aris Setiawan, added that the investor’s presence would bring significant changes to Jepara’s waste management system.
“Until now, waste has simply been collected and dumped in landfills without any added value. By processing it into renewable energy, we hope to see a complete transformation,” he said.
In the proposed concept, economically valuable waste such as plastic and metal will continue to be managed by the community to generate direct benefits. Meanwhile, residual waste that is difficult to process will be used as raw material for renewable energy, with a target of 100 percent utilization.
“This step is expected not only to reduce the burden on landfills but also to open new opportunities for community empowerment and support Jepara’s goal of becoming an environmentally friendly district,” he said.
