The directive was conveyed by Coordinating Minister for Food Affairs Zulkifli Hasan at the Presidential Palace Complex in Jakarta on Monday.
Hasan explained that the project contract has been signed and now awaits a presidential regulation, which is expected to be issued within one to two days.
He noted that the administrative process was originally projected to take six months, while construction is estimated to require 18 months.
Initially, the project design involved many stakeholders, including district heads, governors, ministries, local representative councils (DPRDs), and state-run electricity company PLN.

To accelerate completion, however, the mechanism has been streamlined: the national investment management authority Danantara Indonesia will coordinate directly with PLN, while project permits will be issued by the Ministry of Energy and Mineral Resources.
The minister affirmed that the forthcoming presidential regulation will simplify bureaucracy and accelerate project implementation.
Earlier, during a limited meeting at the Merdeka Palace in Jakarta in June 2025, President Prabowo called for expediting waste management efforts, including through the WtE program, in line with Law Number 18 of 2008.
Home Affairs Minister Tito Karnavian said 33 landfills have been identified as sites for WtE plants. Meanwhile, Investment Minister Rosan Roeslani stated that Danantara is ready to co-invest with private parties in the project and strengthen collaboration to tackle national waste problems.
According to data from the National Waste Management Information System (SIPSN), Indonesia generated 34.6 million tons of waste in 2024, based on reports from 319 districts and cities. Of that total, 20.7 million tons remained unmanaged.
