Hague`s comments came amid reports that world powers meeting in London on Tuesday to map out Libya`s future could discuss the possibility of offering Kadhafi a safe corridor out of the country.
"We`re not in control, of course, of where he might go. I`m not going to choose Colonel Kadhafi`s retirement home," Hague told BBC radio.
"Of course I believe he should face the court, people who have committed crimes, if the prosecutor has the information on them, should be before the International Criminal Court," he said.
"But of course where he goes, if he goes, is up to him and the people of Libya to determine and we will not necessarily be in control of that."
The Times and The Guardian newspapers both reported that plans to offer Kadhafi an escape route would be under consideration at the conference, which groups 35 countries plus the UN, the Arab League and the African Union.
They will gather as rebel gains made in part thanks to Western air strikes have been halted by government forces on the outskirts of Kadhafi`s birthplace, Sirte.
Italian Foreign Minister Franco Frattini in an interview published Sunday set out the broad outlines of a diplomatic plan to resolve the Libya crisis that could include exile for Kadhafi.
He said that while Kadhafi staying in power would no longer be acceptable, "clearly exile for Kadhafi would be different... Even in his regime there are people working from the inside for this solution," he said.
