Damascus missed a Friday deadline to agree an Arab League proposal to send monitors to Syria, where the United Nations says 3,500 people have been killed in the eight-month uprising against President Bashar al-Assad.
At a preparatory meeting in Cairo on Saturday, the Arab League`s Social and Economic Committee was finalising sanctions that could also include a ban on flights to Syria, freezing Syrian government bank accounts and halting financial dealings.
