Bogor (ANTARA News) - President Susilo Bambang Yudhoyono said all Indonesian people would be entitled to health social security in 2019.

The national social health security (JKN) scheme would be effective as from January 2014 under the the Social Security Organizing Body (BPJS).

"I dont want to hear complaint especially from poor people about being not properly served in the implementation of the scheme," the president said when officially inaugurated the program here on Tuesday.

The president said under the program, poor people could received free medical treatment at public health centers or hospitals.

"This is the governments answer to the peoples requirement. With this service , there should be no worries about medical treatment," he said

In the first phase on January 1, 2014 , the service would be available for 21 million Indonesians, he said.

"This is a big leap ever made by our country since Indonesia gained independence. This service is unrivaled compared with other insurance agencies." he said.

In the second phase, on January 1, 2019 all Indonesian would be entitled to the service, he added.

The government has allocated Rp19.93 trillion in the 2014 state budget for the program aimed at protecting 86.4 million poor Indonesians through health insurance.

BPJS is expected to be able to provide good service and health security for its members, the president said.

"BPJS for workers would be operational in July 2015. Meanwhile the workers social security agency (Jamsostek) would continue to provide its service for its old members until they become members of BPJS.

"In 2019, all Indonesians, as well as expatriates who have worked for at least six months in the country and pay regular fee are entitled to the service," the president said.

Poor people would be given free medical treatment on governments expense.

Coordinating Minister for Public Welfare Agung Laksono said the government would seek to improve health facilities and the quality of human resources in the health sector.

On Monday, the president revoked two decrees he signed only a day earlier that allowed ministers and high ranking government officials to go abroad for medical treatment on governments expense.

"I have decided that the two presidential decrees will be revoked and will not be implemented," he said.

He said he was aware that many saw the regulations were under for the public.

I have decided that we already have the BPJS and the JKN system that everything will be integrated there.(*)
