Jakarta (ANTARA News) - With just three months remaining for the previous governments tenure to end, the process of selecting the President and Vice President from 2014 to 2019 is approaching the final round.

With this situation prevailing, it is not surprising that president-elect, Joko Widodo has begun to prepare for transition rule.

He inaugurated the Office of Transition at Sibondo Road No. 10, Menteng, Central Jakarta in early August.

Among the functions and duties of the Transition Office, are preparations for a translation of the vision and mission document, nine courses of action and the entire campaign promise.

"We started this office because we have to prepare for everything, although I have great respect for the processes of the Constitutional Court. We must be ready with strategic matters relating to Budget 2015 and the present government," Joko Widodo said.

The task team at the Transition Office is preparing the concept of government institutions under the president, both presidential office and cabinet architecture, Joko Widodo observed.

"The team will also describe the vision, mission, president and vice president in its plans and policy programs. The team is also looking to accelerate the implementation of the Indonesian Health Card and Smart Card," he said.

Moreover, the discussions related to the selection of members of the Cabinet are the responsibility of the president in accordance with the presidential system.

The Transition Office is headed by Rini M Soemarmo, who is assisted by four deputies, Andi Widjajanto, Hasto Kristiyanto, Anies Baswedan and Akbar Faizal.

The responsibility of the staff and deputy include political communications, managing working groups and the rest," he affirmed.

Waiting for the right time

Meanwhile, President Susilo Bambang Yudhoyono was made aware of the plans of Joko Widodo and Yusuf Kalla, who are preparing the transition government. However, the President asked Jokowi-JK to execute the transition process at the appropriate time.

"After all that is planned, Jokowi is not wrong, but he has to wait for the right time. It is not good or ethical when the Constitutional Court has convened. For example, I have asked the cabinet ministers to plan the transition of this administration," President noted.

The next president will face numerous challenges, President Yudhoyono pointed out.

After the Jokowi-JK duo is appointed and sworn-in, the president and vice president must work to fulfill the expectations of society, according to Yudhoyono.

"Moreover, a month after that, the president will have to attend a series of regional and international meetings such as the ASEAN, East Asia Summit, APEC and the G20 summit. Indonesia has an important role and it is recognized worldwide," he emphasized.

When the Constitutional Court completes the hearing and confirms the president-elect, President Yudhoyono and his government will support the transition process.

"A month ago, if the president-elect had asked me to assist him in preparing the next administration, I would have gladly done it," he asserted.

"The issue is before the Constitutional Court and it has not yet given its verdict on the complaint of Prabowo-Hatta, so I am asking the parties to be patient," he added.

Work Cabinet

The United Indonesia Cabinet II will continue to work until the end of his presidency on October 20, 2014, President Yudhoyono said.

"Actually, the term demisioner does not exist, so my cabinet and I will continue to lead until October 20," he said.

He did not agree with the argument that the government had completed its term or half completed its term to position themselves as demisioner, the Head of State said.

"It is a big mistake and can be compared to running away from responsibility," he emphasized.

So, if there is a belief that every step and current government policy should be discussed with the president-elect, there is no such precedent, Yudhoyono revealed.

"The Government that I lead still has a responsibility to prepare a draft budget for 2015, just as the 2004 government prepared a draft budget in 2005," he said.

However, the United Indonesia Cabinet II still has two months left, so he understood which policies could be implemented and which were actually under the presidents authority, President Yudhoyono said.

"Since last April, I have had to formulate a policy, essentially prohibiting ministers or the cabinet from taking strategic policy decisions for the next government. I do not want to replace key officials. That had better be done by the next president, unless there is reason for me to do so," President Yudhoyono said.

"In this transitional period, I am aware of what is appropriate for the president and what is not," he asserted.

With regard to the composition of the cabinet, the next president must be ready to face public dissatisfaction, President Yudhoyono believed.

The practice of the cabinet draft being made with inputs from the public, as begun by the Joko Widodo-JK duo is their prerogative, he pointed out.

"After Jokowi is named the president-elect, he has the right to form a cabinet after soliciting inputs from the people," he said.

With that pattern, Joko Widodo should be prepared to deal with those who were disappointed, the President reminded.

"Jokowi chose that way and I respect it, but he must be prepared to face the public if it is not satisfied with the cabinet. He can explain the reasons for choosing someone particular in his cabinet to the public," he added.
