Palu (ANTARA News) - Holding simultaneous regional head elections (Pilkada) will not only be cost-effective, but will also strengthen the state administrative system, the chairman of the Honorary Council of the General Elections Executors said.

"Efficiency is the reasoning in terms of expenditure, but the Constitutional Court is more concerned about the state administrative system than the economic one," Jimly Ashiddiqie, the chairman of the council, stated here recently.

He spoke before attendees of a coordination meeting of stakeholders of the regional head elections, organized by the General Elections Supervision Agency (Bawaslu).

The simultaneous regional elections could cover both executive and legislative elections, or the national, provincial and district-level elections.

Such a mechanism is possible under the presidential system.

The system, however, could cause a divided government as one group dominates the Executive and the other group dominates the Legislative, he said.

Indonesia is currently experiencing such a divided government with the Great Indonesia Coalition in the Executive and the Red White Coalition in the Legislative.

"Thats what we are experiencing now," he added.

This system is healthy because it produces a check and balance function that controls the government, but Indonesia is not used to it, he noted.
