The pair received 45.13 percent of the votes, while their rivals Agus-Sylvi grabbed 16.71 percent, and Anies-Sandi, 40.16 percent, according to the Saiful Mujani Research Center (SMRC).
Basuki-Djarot and Anies-Sandi raced neck-to-neck during vote counting until almost the end.
Only three pairs contested the election, with Basuki-Djarot being supported by the Indonesia Democratic Party Struggle, Golkar, Hanura, and Nasdem.
Agus Harimurti Yudhoyono-Sylviana Murni (Agus-Sylvi) is supported by the Democrats Party, PPP, PKB, and PAN, while Anies Baswedan-Sandiaga Uno (Anies-Sandi) by the Gerindra and PKS.
A run-off election will be held if no pair manages to secure a majority.
