Jakarta (ANTARA News) - The Indonesia Corruption Watch (ICW) has reminded the Agriculture Ministry of the needs to be cautious regarding its policy on goods and service procurement that is prone to leakage or corruption.

The ICW made the remarks on Friday to respond to the change in the policy of the ministry in the procurement of agricultural production facilities (Saprodi) such as seeds, fertilizers and medication which is to be carried out in a direct appointment through the e-catalog.

It said the agriculture ministry`s statement that it would ignore the Presidential Regulation (Perpres) on the procurement of goods and services is less appropriate.

A direct appointment or direct procurement can basically be carried out under certain conditions as regulated in the law, the ICW said.

"A direct procurement could be carried out under an emergency situation. If it is not in a time of emergency, direct procurement could not be carried out," Agus Sunaryanto, ICW`s deputy coordinator, said.

He said the President has issued the Perpres No. 16 Year of 2018 which served as a reference basis for all goods and service procurement.

"It is obligatory for a ministry to based its procurement on the Perpres No. 16 Year of 2018. If a ministry issued its own regulation it should not run counter to the Perpres," he added.
