"Last night, I had led a preliminary hearing, and the result has been there. We have arrested two suspects, identified by their initials as D and S, both from Kediri City," Chief of the East Java Provincial Police Inspector General Luki Hermawan stated in Pasuruan on Saturday.
Luki expressed disappointment over the collapse of the elementary school building's roof when the students were studying, thereby resulting in the lives of a student and teacher being lost.
"The collapse of the roof really disappointed many parties. If all students were inside the class, (the number of fatalities would have been higher). However, some of them did exercise outside the class," he noted.
Quoting a report from the forensic laboratory team, he affirmed that the building seemed to be built perfunctorily.
"The report from the foreign laboratory team suggests that the building construction had failed and was done perfunctorily, so we were only waiting for its collapse. We also received a report from BPK (State Audit Board) suggesting that the building did not match (its drawing) and as a result it collapsed," he explained.
The police are also investigating an alleged graft case concerning the construction of the elementary school building.
