"This provision is in accordance with the Decree of the Head of the COVID-19 Handling Task Force Number 1 of 2021 concerning Entry Points, Quarantine Places, and RT-PCR Obligations for Indonesian citizens who travel overseas," Head of Health Handling of the COVID-19 Task Force Alexander K. Ginting stated here on Monday.
The decree outlined Indonesia's nine entry points for Indonesian citizens through Soekarno-Hatta Airport in Banten, Juanda Airport in Surabaya, and Sam Ratulangi Airport in North Sulawesi.
Entry points for sea route are through Batam Port and Tanjung Pinang in Riau Islands and Nunukan in North Kalimantan.
The entry points via the cross border post (PLBN) are the Aruk border post in West Kalimantan, Entikong in West Kalimantan, and Motaain in East Nusa Tenggara (NTB).
The decree signed by Head of the COVID-19 Handling Task Force as well as Head of the National Disaster Mitigation Agency (BNPB) Lieutenant General Suharyanto as of January 1, 2022, also regulates quarantine provisions for international travelers.
The rules include quarantine for 14 x 24 hours for Indonesian citizens and foreigners coming from countries confirming community transmission of the new SARS-CoV-2 B.1.1.529 (Omicron) variant, being geographically close to the country with community transmission of Omicron variant, and countries with the number of confirmed cases of SARS-CoV-2 Omicron more than 10 thousand.
International travelers from countries or regions, with relatively low case criteria, are subject to be quarantined for a period of 10 x 24 hours.
The COVID-19 task force had provided quarantine locations for each entry point for foreign travel in:
1. Jakarta: Wisma Atlet Pademangan, COVID-19 Emergency Hospital Kemayoran, Nagrak Cilincing Flat, and Pasar Rumput Manggarai Flat.
2. Surabaya, East Java: Surabaya Hajj Dormitory, East Java Education Quality Assurance Institute (LPMP), Education and Training Center (Badiklat) for Surabaya's Religious Affairs Service, Vini Vidi Vici Hotel, Grand Park Hotel Surabaya, Sahid Hotel, 88 Embong Malang Hotel, BeSS Mansion Hotel, Zest Jemursari Hotel, Bisanta Bidakara Hotel, Fave Hotel Rungkut, Life Style Hotel, Delta Sinar Mayang Sidoarjo Hotel, Zoom Jemursari Hotel, 88 Kedungsari Hotel, 88 Embong Kenongo Hotel, Pop Station Kota Hotel, Pop Gubeng Hotel, and Cleo Jemursari Hotel.
3. Manado, North Sulawesi: Tuminting Hajj Dormitory and Maumbi Education and Training Center.
4. Batam, Riau Islands: BP Batam Flats, Batam City Government Flats, Putra Jaya Flats, Hajj Dormitory, and Post Shelters for the Placement and Protection of Indonesian Migrant Workers (P4TKI).
5. Tanjung Pinang, Riau Islands: Tanjung Pinang Trauma Center (RTPC) and Shelter for the Indonesian Migrant Workers Protection Agency (BP2MI).
6. Nunukan, North Kalimantan: Nunukan Regional Government Flats.
7. Entikong, West Kalimantan: Entikong International Freight Terminal (TBI), Indonesian Job Training Unit (ULKI), and Entikong Port Health Office (KKP) Building.
8. Aruk, West Kalimantan: Regional Employee Agency (BKD) Training Building, Sambas City Hajj Dormitory, Aruk Cross-Border Post (PLBN), and Brimob Dormitory.
9. Motaain, East Nusa Tenggara: Yonif RK 744/SYB Flats.
10. Other quarantine places designated by the Head of the Regional COVID-19 Task Force are based on recommendations from the COVID-19 Handling Task Force.
Centralized quarantine places for Indonesian citizens are designated for Indonesian Migrant Workers (PMI), who return to Indonesia, to stay at least 14 days in Indonesia; students returning to Indonesia after completing education or completing study assignments abroad; government employees returning to Indonesia from official trips abroad; and Indonesia's representation in international competitions or festivals.
Funding for centralized quarantine activities is sourced from the BNPB Ready to Use Fund (DSP), State Budget, and Regional Budget. The payment mechanism for quarantine is conducted by a Commitment Making Officer (PPK) appointed by the BNPB Budget User Authority (KPA) in accordance with legislation and after undergoing an audit process by the Financial and Development Supervisory Agency.
