The inauguration was conducted based on the Decree of the President Number 9M of 2022 on Appointment of the Head and Deputy Head of the Nusantara Capital City, which was read by the Deputy for Administrative Affairs at the State Secretariat Ministry, Nanik Purwanti.
In his decision, the president decided, determined, and appointed Susantono as Head of the Nusantara Capital City Authority, and Rahajoe as Deputy Head of the Nusantara Capital City Authority.

They are given authority over administrative financial rights and other facilities in accordance with the laws and regulations.
This Presidential Decree shall come into force on the date of stipulation, i.e., March 9, 2022.
The event commenced with the singing of the national anthem followed by the taking of the oath of office by President Jokowi.
"In the name of God, I swear that I will fulfill my obligations as the Head and Deputy Head of the Nusantara Capital City Authority in the best and fairest way possible, uphold the 1945 Constitution of the Republic of Indonesia, and thoroughly follow all laws and regulations, and devote (ourselves) to the (greater good of) people, of the homeland, and the nation," the oath says, as read by the President and followed by Susantono and Rahajoe.
As regulated in Article 10, paragraph 1 of Law Number 3 of 2022 on the State Capital, the selection of the Head and Deputy Head of the Nusantara Capital City Authority is done differently from other regional head election processes.

Article 10, paragraph 3 of the Capital City Law explains that the Head and Deputy Head of Nusantara Capital City Authority, who were first appointed by the president after ratification of the related law, were selected by the head of state without any consultation with the House of Representatives.
Their term of office is five years since the inauguration. Thereafter, they can be appointed and reappointed for the same term of office. Meanwhile, the duties of the Head and Deputy Head of the Capital City Authority will be regulated through a presidential regulation.
