At a virtual press conference observed here, Friday, Advisor to the Health Minister on healthcare technology Setiaji stated that the provision is stipulated in Health Minister's Regulation No. 24 of 2022 on Medical Record.
"Health services facilities must implement the electronic medical record system. The regulation, precisely Article 45, stipulates that digitization and electronic medical record system must be adopted by latest on December 31, 2023," he remarked.
Setiaji, who also serves as the ministry's Chief of the Digital Transformation Office, noted that the regulation stipulates the integration of medical records into the ministry's SATUSEHAT system, which would be integrated with the COVID-19 mobile contact-tracing application, PeduliLindungi.
The official made assurance that the medical record documentation would be under the control of respective patients with their secrecy guaranteed, and parties having access to the data are required to maintain the medical record secrecy.
Patient's consent will be required before any parties could access the medical record, he remarked, adding that the consent can be forfeited only in extraordinary conditions, such as by court orders.
He said electronic medical records would be stored in the system for 25 years since the patient's last health checkup.
"The regulation and implementation of (the electronic) medical record system will provide huge benefits," Setiaji remarked.
He added that benefits provided by the electronic system are easing medical record tracing, improving work efficiency and access to government healthcare programmes, and enhancing efforts to develop a resilient national healthcare system.
