Jakarta (ANTARA) - People may not realize that the key to the successful implementation of a policy is the availability of excellent one-door integrated data in order to avoid confusion due to overlapping data.

For instance, the direct cash assistance disbursement for disadvantaged people can be conducted right on target effectively if the data of beneficiaries is truly valid and accurate.

Thus, it would be no exaggeration to say that the advancement of a country depends on the provision of quality database as the basis for policy making, especially to deal with the impacts of the COVID-19 pandemic outbreak and current global uncertain situation on the community.

Hence, the government has initiated structural reforms on health, disaster mitigation, as well as comprehensive social protection in the Government Work Plan for 2021 and 2022.

Reform on the social protection program aims to improve the implementation of the program for all citizens according to their vulnerability levels, so that the program can be implemented in a timely, easy, accountable, and responsive manner.

The main prerequisite of the reform is to update the existing population data into Socio-economic Registration (Regsosek) data.

The socio-economic registration is the collection of data of people across Indonesia, including the president and government officials, covering diverse profiles and socio-economic conditions.

The diverse information included in the data collection ranged from demographics, employment, housing conditions and clean water sanitation, health and disability conditions, social protection, economic empowerment, to asset ownership as well as geo-spatial information.

Head of Statistics Indonesia (BPS) Margo Yuwono said that the data update aimed at transforming the sectoral socio-economic data to be easier to access and share as well as be more integrated and accurate.

In accordance with President Joko Widodo’s (Jokowi’s) mandate in his annual speech on August 16, 2022, preliminary data collection for Regsosek will be conducted by BPS immediately.

Data collection is expected to generate integrated data that can be used not only for the social protection program but also for all community improvement activities based on more targeted government policies.

In addition, the data can be utilized for development planning and evaluation purposes.

Regsosek will facilitate coordination and automatic data sharing across ministries, agencies, as well as regional governments and institutions -- for instance with data from the Directorate General of Population and Civil Registration (Dukcapil) of the Home Affairs Ministry -- to ensure the utilization of same data for more synchronized policy making.

Urgency to conduct Regsosek

The data collected through Regsosek will be linked to the existing master population data as well as other databases up to the village level.

Currently, the availability of socio-economic data of the entire Indonesian population is still limited, so sometimes, it is difficult to determine the targets of the government’s development programs.

In addition, the data’s quality and update punctuality was not well-controlled.

Hence, through the implementation of Regsosek, a total of 2,700 data centers across Indonesia managed by the Communication and Informatics Ministry can help to update the population data on a regular basis.

Head of BPS noted that the implementation of Regsosek also aimed at realizing One Data Indonesia -- an initiative to enhance interoperability and utilization of the government's data.

In addition, data collection intends to find changes in the people’s welfare as well as to obtain reference data for social protection, economic empowerment, and public service improvement programs.

One integrated socio-economic data of the people will help to bolster the effectiveness of government programs in various sectors, such as health, education, entrepreneurship, labor market, as well as housing.

Family Approach

Data collection for Regsosek will be conducted for all Indonesian people in 514 districts and cities using a family-based approach.

Preliminary data collection will be conducted from October 15 to November 14, 2022, through a door-to-door census using the Paper and Pen Interview (PAPI) method.

During the activity, geotags will be provided for the houses of disadvantaged families, and some pictures of the houses will also be taken.

After the data collection is completed, the Forum for Public Consultation and Data Submission will be held in 2023.

The result of data collection is a socio-economic database of all Indonesian people that is ranked on the basis of their level of welfare, ranging from the extremely poor group to the upper middle class.

Later, the complete and comprehensive socio-economic database can be utilized by various programs of ministries and agencies, so it is important to improve the welfare of the nation.

Regsosek will involve around 441 thousand field officers comprising Field Data Collection Officers (PPL), Field Inspection Officers (PML), and District Census Coordinators (Koseka).

On October 10, 2022, Yuwono said his side had trained 400 thousand of the total field officers.

Through structured training, he expected every officer to gather the data and required information well in accordance with the determined method.

Hence, the activity will be successful if there is a strong collaboration and joint commitment in updating the population data.

Hence, the BPS head has invited all parties, including the community, to participate in ensuring the success of Regsosek to realize the establishment of One Single Data for Integration of Social Protection Programs.

In addition, all parties are expected to jointly oversee the implementation of Regsosek to support Social Protection System Reform to realize a prosperous and inclusive Indonesia.
