"We will prioritize stewards for (stadium) safety in the future. We will no longer utilize tear gas and other crowd control equipment that could provoke spectators in stadiums," Prasetyo noted at the Soekarno-Hatta International Airport, Banten, on Saturday.
The inspector general also reiterated Police Chief General Listyo Sigit Prabowo's determination to investigate the case thoroughly and promptly and implement actions to improve safety and security regulations.
The police will refer to FIFA Statute-compliant safety and security standards in improving relevant police regulations, he remarked.
"The police institution has developed a regulation, with absolute focus on security and safety in securing matches at stadiums," Prasetyo stated.
The new and improved police regulations will cover the security of matches organized at the village, sub-district, district and municipality, national, and international levels.
"We will regulate village-level matches, while the same security standard will be applied in sub-district-, district-, national-, and international-level matches," the public relations division head noted.
He affirmed that the police prioritized the safety and security of all people relevant to a football match in the stadium.

"Those include spectators, athletes, officials, committee staff, and security officers," he remarked.
Earlier, the Joint Independent Fact-finding Team (TGIPF) for the Kanjuruhan Stadium tragedy highlighted the failure to synchronize police regulations on football match safety with relevant FIFA regulations as one factor that caused the accident.
The TGIPF also found that police officers securing the match indiscriminately used tear gases in the stadium tribune and outside the stadium, which caused panic among spectators and the ensuing stampede.
The team pushed the police to take action against officers that had used tear gas and supporters that started the provocation.
