The ministry's Director General of Human Rights, Mualimin Abdi, said that the human rights index would be a guide for government ministries and other institutions to ensure adherence to human rights principles.
"In 2022, the government is drafting a human rights development index for Indonesia to be a guide for government ministries and institutions on implementing human rights principles," Abdi stated at the seminar on human rights index development here, Thursday.

The ministry's seminar is organized to commemorate the 74th Human Rights Day on November 10. This year's Human Rights Day theme, "Dignity, Freedom, and Justice for All," is interpreted by the ministry through the theme "advancing human rights for everyone."
The ministry's director general explained that the human rights development index would be essential, as 10 human rights have been ensured by Law No. 39 of 1999 on Human Rights.
Apart from the 10 basic human rights protected by national law, the ever-evolving international instruments on human rights are also the basis of human rights in Indonesia, so there is a need to include newer instruments in Indonesia's law, he explained.

He added that the human rights development index demonstrated the government's commitment to protecting human rights, as the responsibility to respect and advance human rights lies with the government.
"This will be our common task, which will be made more concrete through the human rights development index," Abdi remarked.
The official underlined that after the second amendment to the 1945 Constitution, Article 28-I Paragraph (4) mandated the government to respect, protect, and enforce human rights. He noted that in its implementation, the ministry added two more principal actions that are to fulfill and advance human rights.
