Non-B3 waste has an important role in the circular economy effort that the government is encouraging, she informed during the “Non-B3 Waste Management Optimization Technical Guidance,” which was streamed virtually on Thursday.
While the requirements of non-B3 waste management are not as restrictive as B3 management, such as requiring an operational feasibility certificate (SLO), the waste still has to be managed within certain standards, she explained.
"When an industry waste from a certain company is categorized as non-B3 that does not mean that the waste can be managed without standards," she said.
Companies still need to report how they will manage the waste, she added.
In relation to this, she urged ministry officials to conduct specific data collection on companies that utilize non-B3 waste for other purposes.
The specific data recording must involve not only the purpose of the waste's utilization, but also the location of the utilization.
During the event, she explained that the government has continued to push the utilization of waste, including non-B3 waste, as raw material as part of the circular economy.
Waste management no longer implements the cradle-to-grave, but a cradle-to-cradle concept.
Circular economy is an economic approach to maximize the use of a material and product to reduce the waste that ends up in filling sites.
Based on the ministry's National Waste Management Information System (SIPSN), the total waste that all provinces produced in 2021 reached 31,391,090 tons.
Of this figure, food leftovers dominated the waste, followed by wood or branches, paper or cardboard, and plastic.
