The third (aspiration) is that they (the PPDI) ask for siltap or fixed income. It is like a salary but it is called siltap, (the PPDI asks if) it can be sourced from the balance fund; not from ADD or village fund allocation, because it (the disbursemJakarta (ANTARA) - Home Affairs Minister Tito Karnavian confirmed that the Indonesian Village Apparatus Association (PPDI) had conveyed three aspirations that he would take into consideration. "There were three things which was conveyed yesterday (January 24, 2023), (and the PPDI representatives) had met me in person,” he stated here on Wednesday.
He noted that the first aspiration was regarding the dismissal of village apparatus.
“They saw that many (apparatuses) were (arbitrarily) dismissed by the village head. When a new village head begins term in office, all village officials (from the previous office term) are replaced,” he pointed out.
In fact, the law has regulated about the dismissal mechanism for village apparatus, the minister emphasized.
Hence, Karnavian stated that the Home Affairs Ministry will ensure that the dismissal of village apparatus is conducted in accordance with the applicable regulations, such as Law Number 6 of 2014 concerning Villages.
Furthermore, he said village officials also requested to be granted equal status as that of civil servants (PNS).
Regarding the demand, Karnavian said that his side needs to conduct a study first since the realization of this aspiration requires a revision of the Village Law.
Lastly, the PPDI representatives sought for the provision of a fixed income for village officials sourced from the balance fund of the state budget.
"The third (aspiration) is that they (the PPDI) ask for siltap or fixed income. It is like a salary but it is called siltap, (the PPDI asks if) it can be sourced from the balance fund; not from ADD or village fund allocation, because it (the disbursement of the ADD) is often late," Karnavian stated.
He stated that the aspirations of the PPDI will be discussed first by the Home Affairs Ministry and other relevant stakeholders, such as the Finance Ministry and the Indonesian House of Representatives (DPR RI).
"Thus, certainly, we must first discuss it with the stakeholders in the financial sector, including Finance Minister Sri Mulyani, the DPR, Banggar (Budget Committee of the House), and others," he added.
PPDI is scheduled to also convey these aspirations directly in front of the Parliament Complex, here, on Wednesday.
Head of Public Relations of Greater Jakarta Regional Police Senior Commissioner Trunoyudo Wisnu Andiko stated that his side had readied 1,713 personnel to secure the activity.
