The Indonesian Ombudsman has made three primary notes to strengthen the bill that need to be paid attention to, Najih said while handing over the list.
The first note is regarding the rights and responsibilities of people in accessing health services. According to him, the Health Bill does not accommodate vulnerable people's rights to health services.
The vulnerable people include marginalized people, people living with disabilities, children, women, and people living in underdeveloped, frontier, and outermost (3T) regions, he said.
"Apart from that, people's rights to access health information must be a concern for the government and be regulated in the Health Bill," he added.
The second note is related to the shared responsibilities in the provision of health services. The Ombudsman expects the bill to regulate that the provision of health services is not only the responsibility of the central government, but also regional governments.
This is especially related to the availability of health resources, health workers, and health financing systems in regions.
According to Najih, it is necessary to divide health services provision so that it is not only under the ambit of central government policies, but also under regional governments' authority.
The third note is regarding the fulfillment of health services for the community. He said that there are five essential points related to the third note.
They include controlling risk factors, maximizing the supervision function in the context of prevention, and maximizing the supervision function in the context of enforcement, he expounded.
Then, fulfilling service standards at first-level healthcare facilities and referral health facilities and supervising the guarantee of service quality, he added.
"Ombudsman monitors and stresses that the strengthening of the health bill must also focus on the provision of health services that cover all people," he remarked.
