Jakarta (ANTARA) - Deputy Speaker of the People's Consultative Assembly (MPR) Lestari Moerdijat stated that teen gang fights, or tawuran, in several cities during Ramadan become an alarm for regional governments to realize child-friendly cities promptly.

This is because tawuran among teenagers occurs due to several factors, such as the environment that fails to nurture and meet teenagers' needs to grow and develop.

To this end, Moerdijat, in her written statement here on Saturday, called on regional governments to promptly realize child-friendly cities, i.e., cities that fulfill children's needs and rights in their growth and development process.

"I am concerned about the occurrence of tawuran among teenagers in a number of areas during Ramadan. A number of relevant parties must take prompt action to address this condition to tackle the root of the problem," she remarked.

In addition to environmental factors, she noted that tawuran can occur due to family and parenting problems, health problems, education, problems in utilizing free time, and inadequate special protection for children.

She drew attention to a legal basis for the creation of child-friendly cities, i.e., Presidential Regulation Number 25 of 2011 on Child-Friendly City/District Policy. The regulation not only serves as a legal basis but also a guideline for regional governments to realize a child-friendly city in their respective regions.

The MPR deputy speaker assessed that the program needs to become the focus of attention of the central and regional governments as it is one of the efforts to fulfill children's rights and to provide protection to them in a planned, comprehensive, and sustainable manner.

According to Moerdijat, child-friendly cities are also an important part of the efforts to improve the quality of Indonesia's human resources.

During the period from March 23 to April 14, 2023, the police arrested 367 teenagers involved in tawuran in Depok, West Java. On average, they are still students.

Apart from Depok, the police also dispersed tawuran amid Ramadan in several regions, including in Sampang, East Java, and then in Tangerang, Banten, and in Bandar Lampung, Lampung.
