Denpasar (ANTARA) - Minister of Environment Hanif Faisol Nurofiq voiced his commitment to initiating preparations for establishing a waste-to-energy power plant (PLTSa) in Bali Province, starting in July this year.

"Starting from July, we will move swiftly to address related administrative matters. The construction phase is expected to commence after 2025," he remarked during a visit to the Suwung Landfill in Denpasar City, Bali, on Tuesday.

Nurofiq identified that these administrative matters include permit acquisition and compliance with spatial planning and technical regulations.

The minister also highlighted that President Prabowo Subianto had set a national target to establish 33 plants, noting that all the required permits are expected to be cleared by the end of December 2025.

Public Works Minister Dody Hanggodo will be responsible for overseeing the construction, which is projected to begin in early 2026. The projects will be fully financed by the central government.

Nurofiq urged the Bali provincial government to prepare a site for the project and ensure a minimum daily waste supply of 1,000 tons to fuel the power plant.

He also emphasized the need for reliable technology to avoid issues similar to those experienced at a Refuse-Derived Fuel (RDF) plant in North Jakarta, which processes up to 2,500 tons of waste daily but has caused odor pollution due to unsuitable technology for organic waste.

Earlier, on May 14, Nurofiq highlighted that the government is drafting a new regulation that merges three existing presidential provisions, one of which aims to accelerate the development of environmentally friendly waste-to-energy facilities.

“According to Presidential Regulation No. 35 of 2018, the initial target was to develop PLTSa in 12 cities, but we aim to raise it to 33 locations,” he stated during a hearing with Commission XII of the House of Representatives (DPR).

The regulation initially identified cities such as Jakarta, Bekasi, Semarang, and Makassar as pilot locations. However, only two facilities are currently fully operational: the Putri Cempo PLTSa in Solo, Central Java, and the Benowo PLTSa in Surabaya, East Java.
