Hendropriyono said waste and water management are integral to food security, a top priority under Prabowo’s administration.
“During last night’s cabinet meeting, Mr. President emphasized the importance of clean water because it is directly linked to food security and national resilience,” he told a forum on the implementation of Presidential Regulation No. 109/2025 in Jakarta.
The regulation promotes the conversion of urban waste into renewable energy using environmentally friendly technologies.
Hendropriyono said poor waste management threatens water quality, undermining efforts to improve food resilience.
“Improper waste disposal inevitably leads to water pollution,” he said.
He added that the new regulation serves as a key policy tool to reduce landfill waste and limit pollution from leachate.
The President, he noted, has set a target for Indonesia to properly manage 51 percent of its waste this year and achieve full, nationwide waste management by 2029.
The deputy minister urged regional governments and the private sector to accelerate the rollout of waste-to-energy (WTE) projects across the country.

“Regional governments must prepare suitable land — ideally four to five hectares — and ensure access to water,” he said.
Earlier, Environment Minister Hanif Faisol Nurofiq said the ministry had submitted a verification report to Indonesia’s sovereign wealth fund, Danantara, identifying potential sites for WTE projects.
Proposed regions include Sleman and Bantul in Yogyakarta, Denpasar and Badung in Bali, Bogor and Depok in West Java, and Medan and Deli Serdang in North Sumatra.
Under the presidential regulation signed on Oct. 10, Danantara has been tasked with leading investment and management of waste-to-energy projects nationwide to support Indonesia’s transition toward a circular and sustainable economy.
