Karnavian cited examples from Singapore and China, where densely populated neighborhoods in the late 1990s were gradually transformed through flats and vertical housing.
“We hope Jakarta can follow this model. We need to start by outreaching to the public,” Karnavian said Saturday.
The minister stressed that expanding vertical housing in Jakarta and other dense urban areas can enhance city planning while providing public facilities such as sports complexes and green open spaces.
Karnavian recalled that, as former chief of the Metro Jaya Regional Police, he helped Jakarta’s governor regulate slum settlements along riverbanks.

Residents were relocated to flats through cooperation among authorities and community members, and gradually adapted to the new environment.
He urged greater community participation in affordable housing programs, noting that healthier living spaces improve productivity and support economic growth.
“This aligns with President Prabowo Subianto’s vision to enhance public welfare,” Karnavian said, referring to initiatives such as the Three Million Homes Program, the Red and White Village Cooperative, the Fishermen’s Village, and the Food Security Program.
“So, let’s help socialize these programs together. They are very popular among the people,” he added.
