Social Affairs Minister Saifullah Yusuf said on Tuesday that the situation at the Bulog warehouse was not looting but the distribution of aid to disaster victims.
He said BNPB had clarified that the delivery faced obstacles, including difficult terrain that required air support.
Yusuf said the government has deployed all available resources in Aceh, North Sumatra, and West Sumatra, involving BNPB, the military, police, and state-owned companies.
Families of those who died will receive Rp15 million (US$903), while victims with serious injuries will receive Rp5 million, he added. His office continues to support residents across the three provinces.
The Ministry of Social Affairs has distributed logistical assistance worth Rp14.5 billion (US$873,000) as of Monday.
It is also operating public kitchens capable of serving about 68,000 meals per day, with the number expected to grow as more kitchens open.
BNPB said floods and landslides in the three provinces have left 631 people dead, 472 missing, 2,600 injured, and 1 million displaced.
