Jakarta (ANTARA) - On National Health Day, Indonesia’s Ministry of Health pledged to expand disability-friendly community health centers, improving facilities, services, and patient communication for the country’s 15 million people with disabilities.

Imran Pambudi, Director of Health Services for Vulnerable Groups, said data from the National Social and Economic Single Data (DTSEN) in August 2025 show about 15 million Indonesians live with disabilities.

He noted here Monday that the National Medium-Term Development Plan (RPJMN) includes specific indicators for disability-friendly health services to improve accessibility and quality care.

As of November 2025, only 208 out of roughly 10,000 puskesmas, or 2 percent, meet disability-friendly criteria, far below the 35 percent target set by the government.

“Health is a human right, and no citizen should be denied access to quality services, including persons with disabilities,” Pambudi stressed, emphasizing equity in healthcare.

The 2023 Indonesia Health Survey reported that 1.6 percent of children aged 5-17, more than one million, have disabilities: 10 per 1,000 intellectual, 8 per 1,000 mental, 4 per 1,000 physical, and 2 per 1,000 sensory.

An audit by the Indonesian Women with Disabilities Association found fewer than 25 percent of 48 puskesmas across eight provinces had accessible infrastructure.

Interviews also revealed that many puskesmas staff lack training in assessing, interacting, and communicating effectively with patients with disabilities.

Indonesia has reinforced its commitment through laws and regulations, including Law No. 8 of 2016 on persons with disabilities and Government Regulation No. 70 of 2019, ensuring access to health, education, employment, and public facilities.

Pambudi also cited Law No. 17 of 2023 and Government Regulation No. 28 of 2024, which implement the Health Law, as strengthening the sector and optimizing the potential of persons with disabilities.

He said the government will continue monitoring and supporting puskesmas to reach national targets and improve inclusive health services across all regions.
