In Indonesia, KUAs are widely recognized for their core mandate of registering and solemnizing marriages among Muslim couples.
“KUAs are not ordinary offices, as they are responsible for solemnizing marriages through contracts recognized under Islamic law. These offices embody the government’s presence at every stage of family formation,” Umar said.
The minister made the remarks during the KUA Service Award 2025 event, according to a statement cited in Jakarta on Saturday.
In his speech, Umar noted that KUAs are also tasked with responsibilities beyond family formation, including managing contracts related to waqf (Islamic endowment assets), providing religious guidance at the sub-district level, and mediating social and family conflicts.
“Many tasks of sub-district heads, district leaders, and governors are practically carried out by Religious Affairs Ministry officials serving in local KUAs. In the field, the presence of KUAs is genuinely felt by the people,” he said.
Elaborating further, the minister underscored the challenging tasks faced by KUA marriage registrars and officials, noting their frontline role in handling complex cases such as early marriages, issues involving the Indonesian diaspora abroad, risks of polyandry arising from document irregularities, and online marriages.
“KUAs are working round the clock; they are addressing complicated issues,” he said, calling on the public to appreciate the hard work of KUA officials.
He also praised KUAs for their ongoing innovations, particularly the adoption of ecotheology, a concept that promotes a harmonious relationship between religion and nature.
“For example, KUAs have begun incorporating tree planting into marriage requirements. More than a ceremonial gesture, this initiative seeks to teach couples about responsibility, reminding them that building a family is akin to nurturing a tree,” he explained.
