Presidential spokesman Julian Aldrin Pasha said the head of state started calling the prospective minister around 10 am to his home in Cikeas.
"The president started calling the candidates for deputy ministers at 10 on Thursday morning," Julian said.
He said the candidates for deputy ministers might come from both professional and non-professional circles.
"Let us wait and see. As we know the number of the candidates for deputy ministers has been clear but maybe there will be some more for positions deemed important," Julian said.
He added that after President Yudhoyono had called the candidates for deputy ministers, he would call candidates for full ministerial posts.
According to Julian, President Yudhoyono had earlier issued a circular to all cabinet ministers asking them not to make strategic policies until he had announced a cabinet reshuffle.
He said the circular was designed to maintain the continuity of government policies before and after the cabinet shakeup was announced.
"It (the circular) is a presidential instruction. It was issued ahead of the reshuffle so the ministers will not take any strategic step or issue any strtgic policy before the cabinet reshuffle has been announced," he said.
The circular contained a ban on the issuance of strategic policies including ministerial regulations and other regulations at each ministry, he said.
Yet the ban did not apply to deliberations on draft laws, draft state budget and policies involving other state institutes, he said.
The circular had been sent to all ministries, with copies addressed to all state institutes, he said.
