According to the letter, the enforcement of the policy commenced on Wednesday with indefinite end depending on current conditions.
The letter stressed that flight passengers traveling to and from Java and Bali or any regions under Level 4 or Level 3 community activity restrictions must show proof of at least a first vaccine shot and an RT-PCR test with a negative result from samples taken within 48 hours prior to their flight.
People traveling inter-city or inter-district must bring a full COVID-19 vaccination certificate and a RT-PCR test with a negative result from samples taken within 48 hours, or their certification of a first vaccine shot and the antigen test from samples taken 48 hours prior to departure.
Passengers using sea, land or other means of transportation to and from Java and Bali or any regions under Level 4 or Level 3 community activity restrictions must show certification of their first vaccine shot and a negative RT-PCR result from samples taken within 48 hours or an antigen test result taken within 24 hours.
Regarding flights to a district or city of destination and departure under Level 1 and 2 community activity restrictions in areas other than Java and Bali, travellers are required to show proof at least their first vaccine dose and a negative RT-PCR test result from a sample taken within 48 hours prior to departure or an antigen test from a sample taken within 24 hours before departure.
According to the Circular Letter of the COVID-19 Task Force, children under the age of 12 are not allowed to travel within the country between provincial/district/city administrative boundaries for the time being.

“This circular letter is in line with the policy on the extension of community activity restrictions, which comes into force today. Passengers must be regulated so their movements do not become sources of new transmission of COVID-19," Prof. Wiku Adisasmito, Spokesperson for the COVID-19 Task Force, said in a written statement received in Jakarta on Wednesday.
Adita Irawati, Spokesperson for the Transportation Ministry, stated the ministry issued circular letters regarding air transportation services following Home Affairs Ministry Instruction Numbers 30 to 32 for 2021 and Task Force Circular Letter Numbers 17 and 18 for 2021 .
The Transportation Ministry issued Circular Letter Number 62 for 2021 regarding instructions for managing domestic air travel during the COVID-19 pandemic, as well as Circular Letter Number 63 for 2021 concerning instructions for implementing international air travel.
"Similar to the Task Force’s circular letter, the Transportation Ministry’s circular letter will be in force from August 11, 2021. Meanwhile, land, sea and rail transportation are still using the current circular letter because there are no changes to travel conditions," Irawati explained.
