Jakarta (ANTARA) - The Health Bill contains a number of articles that support pharmaceutical and medical device independence, director general of pharmaceuticals and medical devices at the Health Ministry Rizka Andalucia has underlined.

"In strengthening the industrial business scheme, it is clear what the government's position is in supporting business strengthening and in favor of domestic industrial independence to increase industrial competitiveness and national competitiveness," she informed at a public hearing agenda on the Health Bill regarding the availability of pharmaceuticals, in Jakarta on Monday.

The participation of various parties in the Health Bill’s discussion will serve as an input to provide better access to health services for the community, Andalucia said.

In addition, the Health Bill will increase self-sufficiency in producing pharmaceutical products and medical devices. The solutions it offers include encouraging the use of domestic raw materials and products as well as providing incentives to domestic industries, she said.

The Health Bill also covers efforts to build a research ecosystem that supports innovation by providing infrastructure and easing licensing, she added.

To resolve health system problems, the government has also included regulations regarding government responsibility, preservation and utilization of raw material sources, research, prioritizing domestic production, as well as optimizing incentives and increasing the competitiveness of the domestic pharmaceutical and medical device industry, Andalucia said.

The Health Bill also contains regulations regarding strategies to achieve self-sufficiency in pharmaceutical products and medical devices, which can be achieved through strengthening an integrated supply chain from upstream to downstream, she disclosed.

She said that the fulfillment of domestic pharmaceutical products aims to achieve resilience through various policy measures that support the national industry.

To support the innovation and research ecosystems, the government is providing convenience in organizing downstream national research to increase the competitiveness of the pharmaceutical and medical device industry through the Health Bill, she added.

The Health Bill also seeks to respond to national needs for dealing with emergencies and uncertain access to pharmaceutical products and medical devices experienced by various countries, including Indonesia, as well as anticipating an increase in disease and pandemic intervals.

In the bill, the government has proposed additional regulatory substances regarding standard policies, systems, and the management of pharmaceutical products and medical devices during outbreaks, epidemics, and disasters to help the country become resilient in all situations, including accessing pharmaceutical products and medical devices at the global level.
