Jakarta (ANTARA) - The Health Ministry has launched five innovative measures to address the lack of health human resources in Indonesia.

In a statement received here on Wednesday, Health Minister Budi Gunadi Sadikin said that the government is pursuing efforts to improve health facilities. However, the facilities cannot be used without proper human resources to operate them, he highlighted.

"The issues with health human resources are three: the number, the distribution, and the quality," Sadikin said.

Currently, the ratio of doctors to people in Indonesia is just 0.46 per thousand people, he pointed out. This puts Indonesia behind Malaysia and Singapore, which have a doctor-to-people ratio of 1 per thousand, he noted.

The minister said that ensuring access to healthcare is still difficult because of a lack of medical and health human resources. Additionally, existing personnel are more concentrated in Java, he added.

Further, regional areas where medical devices have been sent are still waiting for specialist doctors so that the devices can be utilized properly.

"(Actually), job opportunities are still aplenty, (but) the doctors are lacking, the specialist doctors and supporting health human resources are also insufficient," he expounded.

Therefore, he said, the ministry is pursuing innovative measures to improve the quality of health human resources and help them meet the standards and qualities to practice.

The first innovation is the National Medical and Health Human Resources Plan, which has been designed to serve as a reference for the government, including health offices, in creating policies on human resource placements in each region.

The second, he added, is an information system on local and foreign health and medical human resources' competency evaluation, which transparently showcases competencies and evaluations so that foreigners and local people overseas can put their skills to use without having to wait for long.

He said that the third innovation is the SATUSEHAT Profession Credit (SKP), which has been integrated with the SATUSEHAT SDMK. Health and medical personnel can use it to meet the required credits necessary to apply for a practice license, he explained.

The fourth, Sadikin informed, are computer-assisted competence tests for functional positions, which allow health personnel to be promoted if they pass the online test and are recommended by their workplace.

The fifth, the minister said, is the zero rupiah Registration Card (STR). Besides having a lifetime validity, it now costs just zero rupiah for all Indonesians in Indonesia, he added.

Sadikin said that efforts to meet the needs for health personnel will not bear fruit without support from everyone. He added that such efforts are geared toward welcoming a Golden Indonesia in 2045.
