"Komcad is not mandatory for citizens, but the President says 'who is willing to be trained as reserve component, they will be granted amnesty,'" Coordinating Minister for Legal, Human Rights, Immigration, and Corrections, Yusril Ihza Mahendra, said here on Friday.
President Prabowo believes that illegal drug offenders who were users should be rehabilitated, not imprisoned, he expounded.
He said that amnesty is different from a pardon. Amnesty is granted under certain conditions, including participation in the komcad program, while pardon is entirely the President's prerogative.
Mahendra informed that the military training program will be made compulsory for productive-age drug inmates. After being given amnesty, they will be sent for military training and assigned the duty to support government programs in the regions.
However, he said that the policy requiring productive-age drug inmates to participate in military training is not militaristic, but rather "a military pathway or resolution of matters through military methods."
"These young individuals are trained with discipline, in marching, various activities, and then deployed to regions that are part of government programs," he added.
Those regions include Kalimantan and Papua, which are target regions for the government's food self-sufficiency program.
"The government aims for food self-sufficiency and is opening plantations in Papua and Kalimantan. Those who have been trained as reserve components can be deployed there if they are interested," Mahendra informed.
Earlier, it was announced that most of the 44 thousand inmates who will be granted amnesty by the President are drug users.
