“In short, if I look at the figures regarding potential investment in Indonesia’s infrastructure sector, I think the amount is similar, almost US$644 billion,” he informed at the 2025 International Conference on Infrastructure (ICI) in Jakarta on Thursday.
Of the total figure, he said, 40 percent will be funded by the central and regional governments. Meanwhile, another 30 percent is expected to be sourced from the private sector.
“The rest will be funded by our state-owned companies, all of this will be under Danantara (Indonesia’s sovereign wealth fund management agency),” Roeslani explained.
The government is accelerating investment climate reform through deregulation and strengthening the integrated licensing system across ministries and institutions in coordination with the Ministry of Investment, he said.
Roeslani stated that six ministries have already been integrated into the unified licensing system, with 12 more ministries expected to follow soon to accelerate and simplify the investment licensing process. However, he did not specify which ministries were involved.
“So this will provide a kind of higher experience and clarity, better experience, better reform, how to get licenses and permits in a timely manner,” Roeslani informed.
He emphasized the importance of reform so that the investment potential does not remain a number, but is realized via concrete projects that have an impact on the creation of quality jobs.
He said that the 2021 Omnibus Law was an important milestone in deregulation, but the government is continuing with further reforms to make Indonesia more attractive to foreign and domestic investors.
With a more efficient and transparent one-stop system, investors are expected to get clarity on the licensing process and legal certainty so that investment can run faster and smoother, he explained.
The Ministry of Investment is also encouraging digital and data center investment, considering that the value of Indonesia’s digital economy is estimated to grow from US$130 billion to US$360 billion by 2030.
