Jakarta (ANTARA) - The Directorate General of Civil Aviation of the Ministry of Transportation has assisted the Civil Aviation Authority of Timor-Leste in drafting an action plan to reduce carbon dioxide (CO₂) emissions, strengthening its commitment to a sustainable global aviation environment.

Director General of Civil Aviation Lukman F. Laisa said in a statement on Friday that the assistance reflects Indonesia’s active role in supporting international efforts to cut carbon emissions in aviation.

“Indonesia is proud to assist Timor-Leste in developing its first State Action Plan (SAP), while sharing its experiences in building environmentally friendly, competitive, and sustainable aviation,” Laisa said.

According to him, this support marks the first step for Timor-Leste in formulating its SAP to reduce CO₂ emissions from international aviation.

Meanwhile, the ministry's Head of the Environment Working Team of the Directorate of Airworthiness and Aircraft Operations, Sayuta Senobua, noted that the mentoring was part of the International Civil Aviation Organization (ICAO) SAP Buddy Program.

This program brings together experienced countries like Indonesia to help partner countries build their capacity. The mentoring program took place from September 2–4, 2025, in Dili.

The agenda included interactive workshops on the ICAO environmental framework, SAP development, CORSIA implementation, and training on ICAO software such as the Environmental Benefit Tool (EBT) and the CORSIA CO Estimation and Reporting Tool (CERT).

"This collaboration reflects the spirit of solidarity among ICAO member states. Indonesia is proud to share its experience for Timor-Leste to formulate a comprehensive and effective SAP, in order to realize sustainable global aviation," Senobua addressed.

He stated that the assistance resulted in several important outcomes, including the completion of the initial draft of the SAP, the target of submitting the SAP to ICAO before the 42nd Assembly Session, the development of a joint information paper, and plans for on-the-job training for the Timor-Leste team in Bali.

Senobua noted that this initiative strengthens Timor-Leste's capacity in meeting international aviation environmental standards and affirms Indonesia's role as a strategic partner and key player in aviation diplomacy at the regional and global levels.
