Kadin's Chair of the Standing Committee on Disease Prevention and Control, Maika Nurhayati, said aggregated health data collected with informed consent and protected confidentiality can support government planning.
"This data is highly valuable for both parties. Until now, it has remained with MCU providers. We're not asking for individual-level data, but aggregated information that can be analyzed to formulate more targeted policies," she said during a discussion in Jakarta on Tuesday.
She acknowledged challenges, including skepticism from industry actors questioning the benefits of submitting their data to the national system and concerns from MCU providers who have stored health records for years.
To address these concerns, Kadin has opened dialogue with the Health Ministry. Nurhayati said Minister Budi Gunadi Sadikin recently expressed willingness to provide free disposable medical consumables to companies that share data with the SatuSehat platform.
SatuSehat is the national integrated health data exchange platform and digital health ecosystem in Indonesia.
"Such benefits must be accompanied by clear technical guidelines so they can be absorbed by industry and deliver positive impact. There is no question of selling data, what we process is aggregate data, and official records remain with the companies," she said.
Nurhayati stressed that integrating MCU data would not compromise privacy, as only anonymized, aggregate data would be processed for analysis and submitted to the government as policy input.
She said Kadin aims to bridge collaboration between government programs and the private sector while ensuring regulations align with the implementation of free health check initiatives.
Kadin also advocates policies recognizing worker health as a foundation for productivity and supports the sharing of MCU data under informed consent and strict confidentiality.
Nurhayati said Kadin plans to draft a memorandum of understanding with companies to determine which data can be reported, adding that collaboration can turn aggregated findings into actionable insights for national health policy.
