"There is a suspicion of authority abuse by the Commitment Maker Official (PPK) during the tender`s protest period,"
Handika Honggowongso, lawyer of the Lintas Peruri Solusi consortium, said at the Jakarta Police Headquarters here on Tuesday.
Handika said he had reported Drajat Wisnu Setiawan and Sugiarto, respectively as e-ID Tender Committee Chairman and the commitment maker official.
The tender committee had allegedly received Rp50 million on July 5, 2011 from the winning consortium during the contest period, he said.
He said the committee had also accepted a letter of contest and Rp50 million from the consortium, although the PPK had signed a contract with PNRI as the winner of the tender.
The lawyer said the tender committee and PPK had violated the government regulation on tender procedures.
PNRI had won the tender of the project worth Rp5.9 trillion with the offer ceiling at Rp5.6 trillion, while the Lintas Peruri Solusi consortium had submitted an offer at Rp4.75 trillion.
Handika said the tender committee should have been able to make the project cost more efficient by 20 percent in the e-ID project tender participated in by eight consortiums.
He said the tender process should be once again carried out due to the alleged irregularities as discovered by the Government Procurement Policy Institute/Government Services (LKPP) and the Indonesian Corruption Watch (ICW).
Home Affairs Minister Gamawan Fauzi should also be investigated, he said.
Meanwhile, Government Watch (GOWA), an NGO, had earlier reported suspected corruption in the home affairs ministry`s electronic identity card (e-ID) project to the Corruption Eradication Commission (KPK).
GOWA Executive Director Andi W Syahputra said there was suspicion that efforts had been made to let a certain consortium win the tender on the e-ID card project.
The financial loss to the state could reach Rp1 trillion if there had been corruption in the process of the e-ID card project`s planning, budget proposal, up to the auction`s implementation, he said. (*)
