Batam (ANTARA News) - A legislator has urged the Corruption Eradication Commission (KPK) to question Finance Minister Agus Martowardoyo over an alleged corruption in the Hambalang Sports Complex construction scandal.

"I appeal to the KPK to investigate further the finance minister over his alleged involvement in the Hambalang scandal," Harry Azhar Aziz, the deputy chairman of the House of Representatives (DPR)`s Commission XI on financial affairs, said here on Wednesday.

He questioned the step of the minister who disbursed the funds for the construction of the Bukit Hambalang sports complex while the proposal letter was only signed by the secretary of the sports affairs minister, not by the sports minister himself.

The legislator said that the letter for fund disbursement should be signed by the related minister before the finance minister could disburse the funds.

"It is clearly a violation of the state financial regulation. Why did the minister have the courage to disburse the funds? It violates the regulation in force," Harry said.

The legislator said that the matter was also mentioned in the audit of the project conducted by the State Audit Board (BPK).

He said that with the alleged violation of the state financial regulation, the finance minister should also have been named a suspect together with Andi Mallarangeng, the sports and youth affairs minister who had resigned due to his status as a suspect in the case.

"Andi Mallarangeng who is responsible for the ministry of sports and youth affairs has been named a suspect but why Agus Martowardoyo who disbursed the funds was not considered to have violated regulations," he said.

Andi Mallarangeng resigned two weeks ago from the ministerial post after the KPK named him a suspect and banned him from traveling overseas.

The anti-graft body had asked for an overseas travel ban for Mallarangeng in connection with its investigation of a corruption case related to the Hambalang sports complex project.

"It is true KPK has sent a letter to the director general of immigration of the ministry of justice and human rights number 4569/01/23/21/2012 dated December 3 to ask for a travel ban for AAM, AZM and MAT from PT AK," KPK deputy chief commissioner Bambang Widjojanto said.

AAM is the initial for Andi Alfian Mallarangeng, the sports minister, while AZM for Andi Zulkarnain Mallarangeng, the minister`s brother, and MAT for M Arief Taufiqurahman who was head of construction division of PT Adhi Karya.

"KPK is now conducting an investigation into a corruption case linked to the procurement of Hambalang sports facilities for the year of 2010-2011 committed by suspect, Andi Alfian Mallarangeng, as sports minister/authorized user of budget in the sports ministry and friends as meant by Article 2 paragraph 1 and Article 3 of Law Number 39 of 1999 on corruption and for the purpose of the investigation we request your help to prevent or ban three persons namely AAM, AZM and MAT, concerned from traveling abroad," the letter states.
