"This government regulation aims to clarify land ownership, and the status of land ownership is based on data from the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN). This regulation is one of the derivative regulations of the State Capital Law that is currently being prepared by the government," Tuturoong noted in a press release here on Friday.
According to the expert staff, based on some earlier news, land speculators were often found in the IKN area, especially after President Joko Widodo announced the relocation of the national capital and the ratification of the State Capital Law. The presence of speculators caused land prices in East Kalimantan to rise rapidly to even tenfold.
Tuturoong assessed that it was common to find land speculators when there were investment projects.

"I think that is reasonable. However, the government does not want to take this problem lightly. With this government regulation, problems of land claims in future can be resolved without any disputes," he remarked.
In the meantime, speaking in connection with the existence of concession lands beyond the total area of IKN, where there are 162 mining, forestry, palm oil plantations, and coal-fired power plants (PLTU) concessions, Tuturoong ensured that the government had regulated all derivative regulations related to the IKN, including the obligation for post-mining land reclamation in accordance with the provisions of the law.
"Basically, the government has prepared all rules regarding the use of land of the IKN, so that in future, we hope no polemics would arise when construction of the IKN is realized. If there are still problems, then that is normal," Tuturoong stated.
In the meantime, the government has set the land area of the IKN at 256.1 thousand hectares. The land area is larger than the previously planned 200 thousand hectares.
