The main design has been prepared and (we are) waiting for derivative regulations for field implementation. The Task Force (for IKN construction) can work comfortably and optimally if there is legal protectionJakarta (ANTARA) - The Presidential Staff Office (KSP) has asked ministries and institutions to expedite the first stage of construction of the new capital (IKN) in East Kalimantan in 2022–2024.
The acceleration measures would comprise preparing derivative rules of the IKN Law that have been approved by the House (DPR RI), land readiness, and the construction itself, KSP deputy I Febry Calvin Tetelepta said here on Wednesday.
KSP held a meeting with ministries and institutions that are leading IKN construction to talk about the strategy for expediting the first phase, he informed.
The National Development Planning Ministry or the National Development Planning Agency (Bappenas) has readied priority regulations—two government regulations, three presidential regulations, and three ministerial/institutional regulations—for the purpose, he said.

The two government regulations stipulate the authority of the special regional government of the new capital, funding, and budget, he stated. The three presidential regulations cover rules on the new capital authority, details of the master plan, and the national strategic location of IKN, he added.
Bappenas, the Ministry of Public Works and Public Housing, the Ministry of Agrarian Affairs and Spatial Planning, and other institutions and agencies will deliberate further on the eight priority regulations in Balikpapan, East Kalimantan, on Thursday (February 3, 2022), and then again on February 16, Tetelepta said.
The Ministry of Environment and Forestry has reserved 42 thousand hectares of land for the construction of IKN, he informed. Further, land under production forests has been conversed and is ready to be released, he said.

Meanwhile, regarding infrastructure, the Ministry of Public Works and Public Housing has conducted field identification, such as for road access to the new capital center, lots for the presidential palace construction, office locations, residences of state civil apparatus (ASN), and other facilities, he disclosed.
"The main design has been prepared and (we are) waiting for derivative regulations for field implementation. The Task Force (for IKN construction) can work comfortably and optimally if there is legal protection," Tetelepta explained.
Phase 1 of IKN in 2022–2024 will focus on the establishment of basic infrastructure; main utilities; the transfer of state civil apparatus (ASN), Indonesian Defense Forces (TNI), and National Police; the initiation of economic sectors; and the President's move to the Government Central Area (KIPP), which is scheduled to take place before August 16, 2024, he added.
