Sumedang, West Java (ANTARA) - The Public Works and Public Housing Ministry has affirmed that the formation of the Public Service Agency on Toll Management Support (BLU DPJT) is still pending the issuance of a government regulation on tollways.

"We see the government regulation first, as the basis to operate the Public Service Agency," Public Works and Public Housing Minister Basuki Hadimuljono said in Cigendel, Pamulihan Sub-district, Sumedang District, West Java, on Tuesday.

Currently, the regulation in question is at the harmonization stage at the Law and Human Rights Ministry, and it is expected to be completed in one to two months, he added.

As for the trial of the multi-lane free flow system, the schedule is still being discussed at the Implementation Unit, and they will reschedule it to a more proper time while preparing the technical aspects, he informed.

Multi-lane free flow (MLFF) non-cash transaction system is one of the newest innovations in payment methods, which is expected to make toll payment efficient, effective, secure, and easy.

The Hungarian government has invested a total of Rp4.5 trillion (US$297 million) under a public-private partnership scheme for the project. This showed that Indonesia is an investment-friendly country.

The MLFF system uses the Global Navigation Satellite System (GNSS), which allows transactions through designated smartphone applications at tolls.

The GPS first determines the location set by the satellite, following which, map-matching takes place in the central system. Once the process is over, the system calculates the tariff.

GNSS has been widely adopted in East Europe, including Hungary, in the past seven years. The benefits of the technology include efficiency in operational funds. It can also help slash the demand for fuel.

The system allows drivers to continue driving, so there are no queues at toll booths for payment, thus cutting down travel time.
