“An organization cannot evolve on its own; it is shaped by the individuals within it. Therefore, transformation within Polri must begin with its members. We must nurture personnel with competence, integrity, and strong morals,” he said in Jakarta on Thursday.
Prasetyo identified a critical challenge in human resource management, noting that most personnel placements remain misaligned. Internal assessments show that 74 percent of assignments across all levels within the force do not match officers’ skills or the requirements of their positions.
“This is the very issue we seek to resolve by accelerating digitization and implementing a more measurable personnel development system,” he affirmed.
He added that the recent wave of protests and riots between August and September served as a catalyst for the police to push ahead with comprehensive reform.
Working with a team of experts, Polri plans to map out areas requiring improvement across organizational levels, from sub-district and district to provincial and national.

“We will collaborate with experts to identify the core issues within our institution. Based on that, we will design concrete measures for both short- and long-term goals,” he stated.
Prasetyo also stressed the need to strengthen officers’ character as well as their practical, emotional, and communication skills to maintain public trust in Polri as a modern and humane law enforcement agency.
“It is important for us to respond wisely to pressure and use it as momentum for improvement. We ask for the public’s prayers and support in this effort,” he said.
Public demand for police reform intensified after controversial measures taken during the August unrest.
In response, President Prabowo Subianto announced the formation of a Police Reform Committee. In line with this, Polri has established an internal team to advance the reform agenda.
