Jakarta (ANTARA) - The Foreign Ministers of the Association of Southeast Asian Nations (ASEAN) have reaffirmed their commitment to completing negotiations on a Code of Conduct (CoC) in the South China Sea by 2026.

"We will endeavour to conclude the negotiation of an effective and substantive COC that is in accordance with international law, particularly the 1982 UNCLOS, within 2026," stated a press release from the 2026 ASEAN Foreign Ministers' Retreat (AMM Retreat) on Friday.

The statement underscored the importance of the full and effective implementation of the 2002 Declaration on the Conduct of Parties in the South China Sea (DOC) in its entirety. It also noted that ASEAN welcomed the progress achieved in ongoing CoC negotiations.

Ministers emphasized the need to maintain a conducive environment for these talks and welcomed practical measures to reduce tensions and the risk of accidents, misunderstandings, or miscalculations.

Furthermore, the statement highlighted the importance of confidence-building and preventive measures, reaffirming a collective commitment to upholding international law, specifically the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

The ministers recognized the benefits of the South China Sea as a region of peace, stability, and prosperity, stressing the importance of freedom of navigation and overflight.

This follows a 2025 "political commitment" between ASEAN and China to finalize the code, with the Philippines noting that all parties are in agreement regarding the 2026 deadline.

The CoC is intended to serve as a guideline for behavior in the disputed waters. The maritime dispute involves China, Taiwan, Vietnam, the Philippines, Malaysia, and Brunei Darussalam, primarily concerning territorial claims in the Spratly and Paracel Islands.

Indonesia, meanwhile, has consistently positioned itself as a non-claimant state since 1990.
