Social Affairs Minister Saifullah Yusuf, in the ministry's written statement here on Tuesday, stated that the president issued the directive after a limited cabinet meeting with ministers and heads of government agencies at the Presidential Palace here on Monday (June 2).
"The president wants the assistance to be right on target, reaching those who truly need and are eligible to receive support from the government," he remarked.
Citing data from the 2025 National Economic Council (DEN), he noted that a significant portion of the Rp504 trillion budget allocated for social assistance is suspected of missing its intended recipients.
"For instance, around 45 percent of the Family Hope Program (PKH) and the staple food program are suspected to not be on target," he pointed out.
President Prabowo has instructed several ministries and government agencies to consolidate their data systems.

"BPS (Statistics Indonesia) was tasked with this effort. After over three months of work, we now have the DTSEN," Minister Yusuf stated.
The DTSEN is also based on Presidential Instruction No. 4 of 2025, making it a mandatory reference for all ministries, agencies, and local governments in distributing government aid and empowerment programs.
"The ground-checking process revealed more than 1.9 million data (entries) classified as inclusion errors, (meaning that) individuals who should not have received assistance but did, as well as exclusion errors, referring to those who should have received assistance but did not," he explained.
The ground-checking process was intended to ensure the accuracy of social aid distribution. Moreover, he said that DTSEN will be updated regularly every three months.
