“Specifically for dairy products, the government has formulated the 2025–2029 Fresh Milk Supply Road Map. To achieve our 2029 milk self-sufficiency target, we need to import one million dairy cows over the next five years,” director general of livestock and animal health at the ministry, Agung Suganda, informed while visiting Probolinggo, East Java, on Tuesday.
In addition, the ministry is continuing to push for increasing the productivity of existing dairy cows through the artificial insemination program, which uses semen (straw) produced by the Artificial Insemination Center in Singosari, Malang Regency, East Java.
“This straw will support our efforts to increase both the population and productivity of our current dairy herd,” he said.
Currently, Indonesia meets around 79 percent of the national demand for milk through imports.
To boost national milk and meat production, the government has made the National Milk and Meat Acceleration Program one of its national strategic projects via Presidential Regulation Number 12 of 2025 concerning the 2025–2029 National Medium-Term Development Plan (RPJMN).
Meanwhile, Minister of Agriculture, Andi Amran Sulaiman, said that the ministry will assist dairy farmers, including those in the Pasuruan region, in importing dairy cattle to improve the quality of milk.
He informed that this initiative is a form of the government’s support for local dairy farmers and is aimed at improving local milk quality as part of the national effort to support the Free Nutritious Meal Program launched by President Prabowo Subianto.
He also instructed all officials within the ministry not to delay or obstruct the issuance of import permits for dairy cattle.
Furthermore, Sulaiman stressed that no form of gratification or corruption would be tolerated within the ministry, especially in the services provided to dairy farmers and cattle importers.
